Depends on where you live as both are correct.  In Europe and Asia they say 
erb with a slight breathy h.  Most people in the West say Herb with a hard H.

I think the English way has a nice classy ring to it!  It depends to whom I 
am speaking as to which pronunciation I use.  :-)  I usually say it somewhere 
in the middle with a light h in the throat.
