Many areas in the west start with alkaline soil...and gardeners in those areas try to neutralize the excess. You may not need any amendments, but add lime to 'sweeten' the soil, if needed. Too, don't overfertilize lavenders because that promotes quick growth. Quick growth produces less intense fragrance...dunno about colorization.
