George is right. There is a list somewhere with all the rules for flying 
the flag I know. It is on the web somewhere. I have received it on lists 
and deleted them.

Janni with an all-weather flag at the bottom of her drive!

Unless you have an "all-weather" flag  and it is lighted at night. Then it can be left out. Flag
rules are on the web and fairly easy to find with a search engine.
