Bargyla, because:

1. They don't want to put up with the a) heavy traffic
                                         b) high crime
                                          c) boring weather
                                                        d) smog
                                           e) allergens
                                                f) earthquakes
2. Their jobs exist elsewhere.

We've been through this before.  If  200 million people moved to San Diego,
