Although our heat here in the San Fernando Valley is not quite so extreme (we regularly get up to 100-105 for weeks at a time in August and September), we find shade cloth an absolute must to start seedlings when the weather is that hot, as our humidity goes down as the temperature goes up. 30% shade cloth should work pretty well for  you. It may also protect your tomatoes and eggplants from being scalded by the sun.
