Hi Teressa,

 yes. a pre emergent is a dust or pellet formular that you put down
around your established perennials to keep the weed seeds from
sprouting.

 It works on most all seeds, so if you have a bed of seed started 
cosmos and zinnias, or reseeding perennials like money plant or four
o'clocks, you wouldn't want to use a pre emergent on those beds.
