[CH] Hello & artificial light

It is wonderful to discover a chilli lovers list. I feel like maybe I've gone
to email heaven.
On a more worrying note my dried and pickled chillies from lack years harvest
are running low and the British winter feels like its getting deeper and
deeper. Normally I start off my plants on the window sills indoors in
February/March, but I am getting more and more impatient. I know that planting
a few weeks early will make less difference to the harvest date, but just to
know that progress is being made will be enough for now. If I start seedlings
what are their chances once they pop their heads up into the disappointingly
grey short light of 'day'. I know that there are special grow lights, but
would I get away will using those low wattage high output bulbs? Advise would
be very much appreciated.
Any way I'm off to the shops.
