Chile plants like lots of water, but don't like wet feet. This is not a contradiction. A good supply of moisture in lose soil is best, allowing for air and drainage. Tight soil (clay) does mot allow drainage. Damping-off symptoms: the leaves turn yellow and fall off with no new growth. If it is not a fungus problem the plant will recover, if the soil dries, but the growth will be stunted. A common problem for gardeners with heavy clay type soil is to dig a hole fill with composted and/or peat mix to set transplants into. In effect what is happening is you create a clay bucket. Water will collect in the hole and not drain.
