No, those are different.  The Chinese and Vietnamese both make a thick
paste (not sauce) of nothing but red chiles or red chiles and a little
pureed (not chunky as in the chile-garlic sauce) garlic; no other
seasonings.  They come in plastic tubs, not cans, and they're wonderful.
