Pepper Joe recommends it & he's a pro.  
I bet the number one reason some people get frustrated with growing
peppers is germination. Also use a sterile growing medium like Jiffy
mix and be patient. I'm hearing some chiles can take weeks to
germinate, just keep em moist. Btw, my red habs popped up in 5 days
here.
As I understand it, pepper seeds need temps of 80-90 degrees to
germinate and must be kept moist. I may be wrong, but I would think a
windowsill in New Jersey in March could be cooler and draftier than
even an average room temperature of 72. Yes, I'd recommend the
refrigerator, but many of the new ones are so well insulated they
don't get as warm as they used to. 
I used to always forget them up there. lol 
I like the heating pad idea and have been using it these chilly nites
over an old aquarium. Details are on my GROW CRAZY page or my
gardening journal on my main webpage. I update it daily so if I keep
plugging it that's why--oh Geocities has also been down for upgrades
some this week, just my luck, so they're back up, please try again
(sorry list)
Sorry if I get preachy, I just love gardening so much and now with the
chiles, I want to share my ideas with everybody --geez is that what
the Krishna and other religious fanatics are about? Well, let it be!

Do you fertilize? I use miracle gro and fish emulsion. You want
something with a high enough middle number to produce flowers.

 Why not get the child involved in gardening?
Get him loving gardening when he's young, don't yell at the curious
babe. Give him some dirt to dig in or his own plant. Make sure it's
something safe and edible, maybe chocolate mint, yum, or make it a
SWEET pepper,lol, geez you better keep your hot chiles away from him
or he could get hurt! :O
My best memories are of gardening with my mama, I still remember her
giving me fresh picked chives to chew on. Then helping my grandma
pickin raspberries out on the farm and eating one for every one I'd
pick of course :)
