Could be a couple of things. Your type of window? non insulated and/or leaking windows will let a lot of cold in as well as heat out. The outside temp may have been colder one year. At night cold air can drift over flats and cool soil temp. The seeds quality greatly effects germination rate. The maturity of the fruit when harvesting seed also will have an influence on germination. One way to help insure a better germination rate of what you plant is to not plant the "floaters" Soaking seeds for a few minutes in a chlorine bleach or TSP solution kills virus. Dab the seeds to brake surface tension.
