Got to agree with Steve on this one. Even as a child I wondered about the 'don't water during the day' thing. I, too, noted that it would storm & then the sun would shine. When the chiles need water, they get watered- simple as that! In anticipation of a drougt, and not wanting to dissapoint all those who come to the open fields, my landlord put down drip tubes for the first time as well. These tubes are over 400' in length each & supplied by a PTO driven pump off a farm tractor- if needed.
