Eradicate no, eliminate yes.  Slit stem lengthwise at point of invasion, 
reach in through the cut and strangle the suckers with your fingertips.  Be 
careful not to crack the stem crosswise. Bandage with anything close at hand 
to close the slit.  Plant will appreciate the effort and ignore the slit.  
Alternatively, you can fog the area mercilessly with insecticide until the 
neighbor's dog keels over; that's usually enough.
