Because their standard packing envelope is bubble wrap lined. 
Since this comes as part of the shipping (and I have paid ohters 
more for shipping some small lightweight items, I did not consider 
it that unusual. Besides, when my socks arrive, I want to be sure 
none of the chiles are bruised! (should arrive in todays mail)
