A chili powder (for making chili, not a powder made of chiles) will often contain multiple varieties of peppers, as well as cumin, and sometimes onion and garlic powder, or even oregano in some cases, while a pure, 1 pepper, powder can be useful when you want a specific flavor or heat level for a dish. For a good all-purpose powder, I make a creole style mixture that includes habanero, piquin and chipotle peppers, white, pink, and green peppercorns, oregano, thyme, and onion and garlic powder. For a jerk type seasoning, I use the peppers, onion and garlic powder, and cinnamon, thyme, and nutmeg. Sometimes I add a bit of lime and lemon zest but unless well dried it tends to cause caking in the container. I generally avoid adding salt or sugar as these ingredients are kind of off limits to many people. Also, the people who do use salt or sugar tend to like to know how much they're adding so they do it themselves.
