I would imagine a paint pellet could so some serious harm to a cat. It would certainally be more than a startle/humiliation type of deterrent. Kind of like the difference between a bank threatenining to take away your car if you don't pay back your loan, vs a loan shark exploding your car and you getting smacked in the side with the door...
