Hi, Lora, and welcome. I would recommend the following for your garden -- start a compost pile now. You will need someplace to throw all of the vegetable scraps from your garden and also a place for leaves this fall. Turn, water, and generally tend the pile as needed. Then, early next spring, till the compost into your garden plot. The manure you mentioned for this fall can also be composted (although it will most likely "compost in place" by next spring if you turn it into your garden this fall). One last note -- don't "over-modify" the soil in the area where you will be planting herbs as they generally like pretty poor quality soil. Good luck.
