I took a look at the USDA web site and didn't see any particular references to September 21. The USDA requires a phyto on all imported capsicum seeds. They do not require an import permit. The following is a quote from a letter from the USDA to me dated November 30 1999: "all plant materials must be declared, identified, and available for inspection at the U. S. port of arrival. Imported plant materials are released if they are found to be free from exotic pests, diseases, noxious weeds, soil and other prohibited matter. Additionally, at the time of entry int the United States, the material should be accompanied by a phytosanitary certificate issued by the plant protection service of the country of origin." I require a phyto on all seeds that I import and they can be expensive. I try to find seeds from domestic suppliers if at all possible. > I just heard that USDA is going to enforce an old law starting Sept. 21 > that will require phytosanitary certificates even for seeds from other > countries. I'm sure the U.S. Post Office will have to help enforce this end > to biodiversity and fun, so swap your seeds before that date. I don't know > for sure who's behind this, but I'm very pissed off.
