Maybe because there aren't any chile-heads there.  Chile is just a natural
ordinary background part of life there, nothing to think about, you just
use as much as appropriate where appropriate.  Just like we don't have any
'black-pepper-heads' or 'use-of-water-in-cooking' lists (I believe).
