Well, there's the Chile's chain of restaurants that pisses me off to no end as 
they feature absolutely no spicy dishes at all!

The only place I can think of that is focused especially on chiles without 
adhering to any specific cuisine like Thai or Mexican would be East Coast Grill 
in Cambridge.
