[CH] Question about Bread and butter Jalapenos

I just got through making up a batch of these using the ball mix and have a
couple of question for those that made them before.

1. Does it take a while for the full flavor to develope?, I don't really
taste much of the "sweetness".

2. I thought I had the jars packed full before processing but after
processing they look only about half full of jalapenos, I sliced the peppers
into quarter inch rings before packing, what should I have done
differently?.
