Russ, not taking a guess at what the problem is, but if it is a disease you may be risking your other peppers just having it among them, when and if aphids do appear they could spread the "disease" to the healthy ones, might be better to just trash it for the safety of your others as diseased plants dont usually produce as well anyway.
