It's basically cocoa with alkalies added to neutralize the pH. it's unsweetened, but much darker and richer than baking cocoa. Hershey, Nestle, Ghiradeli - basically all of the folks who make cocoa powder make a dutch process powder as well. You should be able to find it in just about any grocery store (though not in a super target). I personally use the Marsh store brand...
