Thanks Matt! You may just need to give them a little more time. Some types of Chiles take longer and/or are harder to germinate. I had some seed I received from a Jamaican friend. I set the trays aside after 4 weeks thinking the seed was no good. Two weeks later they started to sprout in the now almost completely almost dry starting soil. Only problem I have with Shepherd's is their high shipping charges. I wanted to order only 2 packs of seeds @ 2.95 (A little high but not too bad), but with the 6.95 shipping charge on top of that; sorry no deal. I think you could order a lot more and still get the same shipping charge however. But if you only want a few packages they are not cost effective. Several years ago I had a problem with some seeds I ordered from them. They quickly gave me a full refund on the whole order, including seeds I had no problem with.
