Sounds like we need to develop a Litmus Chile.

If the garden spot has been a dump site, I would advise replacing the soil 
if possible, just because you don't really know what else may have been 
tossed there.  Maybe the previous owners only tossed bbq ashes, maybe more 
than that.  Dig out the worst looking stuff and replace it with soil 
amendment like manure or other compost.  If the bed is like the ones 
alongside the building I live in, it will also be full of construction 
debris.
