You wouldn't, at least not outside. That information was provided as a warning, i.e., don't use it if your worried about killing beneficial insects too. Also, the "garlic cure" was used for over-wintered, potted peppers, in the house or greenhouse, where you are not likely to want any insects at all, including aphid predators like ladybugs.
