  Man, you must have some BORED cats.  Buy 'em some toys or something.  ;-)))

  I just cover my trays with the plastic dome covers, which I've modified to
add height to, for when the seedlings get taller.  Never really had a problem
doing this.  By the time their tall enough to stay uncovered, they're large
enough to be relatively uninteresting to the cats.
