I found out what the worms are. They are fungal gnat larvae. They feed on rotting materials in the soil and the tender shoots of seedlings. And as I found they also go inside the seeds that are tender just when they start to germinate and eat them. I found a website that is in Ontario and they sell larva parasite nematodes that you mix with water and water your plants as normal. The nematodes enter the gnat larva and kill it from the inside. So this is not harmful to anything other than the worms and the lifecycle of the gnats is very short so I'm crossing my fingers that I can nip it in the bud by mid week.
