[CH] Shrunken pepper plants

I continue to be bewildered at my pepper plants. With the exception of
a couple of plants (and they are the green peppers) the plants are
stunted in growth. My habs are less than 12 " tall and are the scotch
bonnets. I am watereing deeply at least a couple of times a week and
they are still short. Of course they have not flowered. Any
suggestions?
Is it too late for me to put them into pots and try to grow and keep
them that way? I live in Va and we have had a lot of hot weather and
little rain.
