You can pick them at any stage. More heat, larger and somewhat different 
taste when ripe. Picking tends to stimulate the plant to put out new 
blossoms. I usually wait till there is a good amount to pick at one time. 
Then generally pick about once a week after the first batch of ripe fruit.

Try some green and some ripe, compare the taste and heat factor.
