No such state--  Eradication

The only thing you can do is a weekly spray program from spring
thaw to first frost.

Even if you sprayed the whole county, they will be back in a month.

If you cover every blade of grass, bush and tree a few times, it will
help reduce their population.  

If this is the only pest that you have, then 1 tbsp of dishsoap or Baby 
shampoo in a qal of water, once a week. works as good as anything else. 

I have been spraying forr 50 years, expect to have to keep spraying until 
I stop gardening.
