As a Chile-Head, I like my answer better.  How could you travel so far
without a chile fix?

The farmer starts out with 14 chile peppers;
At the first bridge he pays 7 + 1/2 chiles, eats the remaining half
leaving 6 chiles.
At the second bridge he pays 3 + 1/2 chiles, eats the remaining half
leaving 2 chiles.
At the third bridge he pays 1 + 1/2 chiles, eats the last remaining
half, leaving no chiles.   Like a good chilehead should.
