Will Pinus parviflora, japanese white pine, make it in your area?
There are quite a few blue cultivars of it, and it makes sort of a
broadly conical form, up to about 50 ft tall.  Or maybe limber pine,
Pinus flexilis?  I like 'Firmament', which is quite blue.  There
are also some very blue selections of P. strobus, eastern white pine--
another large one, but native to your area.

Abies koreana might work, too, and it's also a smaller tree, with
several blue forms.

You might also want to look at Picea mariana, black spruce... several
blue cultivars there, and if you look at seed-raised plants, you may
be able to pull out a really blue one.
