I don't think it makes any difference.  We cut the foliage back on our
bearded iris to about 4 inches anytime after the leaves begin to turn
yellow.  Overall age of the plant doesn't seem to matter.  Our experience
is that cutting the foliage back now is less mess in the spring to clean
and may also be beneficial from the standpoint of being less attractive to
insects that like decaying matter.
