Allen -- I have no facilities for starting enough seeds to fill 9 annual
flower beds, so I have it down to a science by now, and only buy from
the two places which raise their own stuff. It costs me more, but there
are never any duds in the flats!  

I will occasionally buy a small shrub from Home Depot or Flower Time, 
but it has to be in prime condition -- that usually means freshly
delivered.
