I think there was some deregulation too.  Idaho farmers got together and 
pressured the Gov. into having a special legislative session for one day to 
mend a statutory fence allowing other electric companies to come into Idaho 
and do some cherry picking, leaving small electric consumers to pay the 
whole tab for Idaho Power.  They did, but it has a sunset clause, expiring 
in March, allowing for more discussion before enacting.  Must have jerked 
the shoulderstraps of some of these old boys to actually be asking FOR 
government regulation, but those who irrigate fields with sprinklers, 
pumping water out of the Snake river, commonly have electric bills topping 
$2,000 per month. Couple that will selling crops for less than it costs 
already, and you can see their point. Margaret L
