Thanks for the try,  My County agent says All I can use is copper or 50/50
copper and mancozeb.

This stuff is not available to me without a pesticide applicators permit.

Bonide Chemical finally came up with a close match  called "Fly Spec
Disease"

Normaly a disease of Apple fruit. I have seen it on an apple tree I planted
many years ago.

I did find some pic's on the web of this disease on hibiscus.  Very close,
spots a little larger.  But it was on leaf margins on the outer 1/2 of the
leaf.

Bonide recommended Fungoil which is a legal chem for homegrowers.
