It should be, according to the California Environmental Protection Agency's
web complex.  Go to:
  http://www.cdpr.ca.gov/docs/epa/epachem.htm
Type imidacloprid into the 'PC Code # or Name:' field and press the 'Submit
Query' button.  You should get quite a few items...but not all of them are
garden use products.  These next few items might be useful...but please
excuse the 'all caps' display.  That's the way their database displayed the
information:

ADMIRE 2 FLOWABLE  3125- 422-AA
BAYER ADVANCED GARDEN TREE & SHRUB INSECT CONTROL CONCENTRATE
  3125- 545-AA- 72155
BAYER ADVANCED GARDEN ROSE & FLOWER INSECT KILLER READY-TO-USE
 is imidacloprid mixed with cyfluthrin. 3125- 504-AA- 72155
BAYER ADVANCED GARDEN ROSE & FLOWER INSECT KILLER CONCENTRATE
  is imidacloprid mixed with cyfluthrin. 3125- 521-AA- 72155

Imidacloprid is also marketed under the 'Merit' label...but I'm not sure
whether those are limited to professional use only or not.
