Kay, my daughter in Skokie, Il., just north of Chicago, had a chronic 
problem of a foot of water covering her entire back yard every winter-
spring.  A pair of beautiful ducks took up residence there, so she
could look out her bedroom window every morning and cuss them out!
She finally called in the Town Engineer who got her to contract for a 
solid drain under the lawn, around the house, and into the street.  It
works sometimes, and fails sometimes, but at least the ducks have
flown the coop!  

Skokie has such a high water table that all homes were required,
some years ago, to disconnect all roof leaders where they enter the
ground, and redirect all rainwater now to the driveway and street. 
Hohoho, of course, and then what?????
