Absolutely not Dusty Miller. Foliage is too big. And the leaves are too 
spikey to be Powis. The shape of the bush is tulip shape and very even, as 
it grows new stalks, they 'hug' up against the older ones. And, remember, 
it made it through ice and snow. And probably reseeded from the plant I 
planted last year and can't find the tag.
