I've tried to grow bulbing fennel numerous times. Last year some went to seed, obviously, and I have volunteer seedlings in three garden beds and in the pathways. Guess what? They're forming bulbs. Therefore, shouldn't this crop be planted in fall for the next summer's harvest? Planting (even transplanting seedlings) in spring never has produced bulbs for me. TIA, Margaret L
