Almost.  It needs to have been exposed to the high temperature before it
will germinate.  Presumably similar to the cold temp requirements for many
deciduous trees to produce blossoms.

Germination temperatures are considerably lower.  The mechanism assures
that the emerging seedlings will have a minimum of competition.
