This is standard scientific/math (hence also engineering) notation, in
common use world-wide, including USA. It has nothing to do with UK, per
se.
A negative superscript simply indicates 'divided by' or 'per', as we say,
i.e. in this case "2 grams/liter" exactly as you surmised.
