Common lavender makes about 2-3 ft high, and 3 ft spread... more or
less depending on the cultivar. 
Hidcote makes about 18", while Jean Davis, Hidcote Pink, Loddon Pink,
and Rosea are more like 10-15", and Munstead dwarf is about 12".

Spike lavender, Lavendula latifolia, is about 12-18", silvery-green
foliage, and, like Spanish lavender, L. stoechas, is hardy to USDA 
zone 6.  L. dentata, French lavender, makes about 3 ft, but really
doesn't like much colder than USDA zone 8.  

If you're looking for the perfume lavender, look for L. intermedia
'Provence'.
