California certification for plants is $25 unless the grower has an CA. approved ag. license to ship into California. They allow seeds in without any inspections so I find it interesting that diseases can be seed borne. The seeds I buy are from Commercial sources and perhaps they are okay. Ag/Customs looks at them (cans/packages) passes them through. Mary-Anne
