I've heard that they can, but I'm happy if I can just keep my plants alive
in the house over the winter. I've used fluorescent lights, but apparently
the plants needed more than that to do anything other than just hang in
there. They do produce earlier in the following year than new plants.

They will die at the first frost, never to return again. :-(

You may get plenty of bugs along with your plants indoors. Whiteflies are
notorious for this sort of behavior. Whether they will be helpful in any
way or not is a completely different story. :-(

I think (someone correct me if I'm wrong - Leslie???) there is a different
jelling agent (like Certo) that is specifically designed to make jellies
with less sugar. There may be recipes on the box that can be used with
peppers. I would not try reducing the sugar in any of the regular recipes,
because that will affect the jelling adversely.
